Set it backwards, not forwards
The RSVP deadline is not a fixed number of weeks before the wedding. It is a fixed distance before your caterer's final numbers date, and that date is in your contract.
RSVP deadline = final numbers date − 5 weeks
Five weeks is not padding. It is two weeks of waiting for the post and the people who reply late, two weeks of chasing, and one week to confirm meal choices and dietary requirements before the caterer needs them.

Those assume a 21-day final numbers window, which is the most common. Check yours — some venues want 14 days, a few want 28, and the difference moves everything.
What to do about non-responses
Assume about a third of your guests will not reply by the deadline. This is normal and not personal.

Delegate the chasing if you can. A parent or a member of the wedding party doing it removes the awkwardness entirely, and it is one of the more useful jobs to hand out.
Make replying easy
Response rates rise sharply when there is a link as well as a card. A one-page form with name, attending yes or no, meal choice and dietary requirements collects everything in one place and means you are not transcribing handwriting into a spreadsheet at 11pm. Keep the card for guests who prefer it — but do not make it the only route.
